1 - Official communication   * Military non-communication

2 - Industrial communication   * Purposeful and economical communication

3 - Third party, societal communication   Until now, mostly done by anti-nuclears :         * with an underground culture         * often for unavowed reasons -> Need for a pro-nuclear movement involved in public information and "societal communication", preferably environmentalists -> By definition, this cannot be done by the industry itself but by a third party
