3 historical periods :

	1 - Official communication * and Military non-communication
	2 - Industrial communication * Purposeful and economical communication
	3 - Societal communication Until now, mostly done by anti-nuclears :   * with little nuclear culture

-> Need for pro-nuclear organizations
involved in public information and "societal communication",
preferably environmentalists -> EFN

-> By definition, this cannot be done by industry itself
but by a third party NGO -> EFN
